2-1-1 Coverage Map 2-1-1 is now available throughout the state of Missouri and to Illinois residents of St. Clair, Clinton, Randolph, Monroe, Madison, Jersey, Greene, Calhoun or Macoupin counties. Three-digit dialing is available from all landlines in these areas, as well as AT&T/Cingular cell phones. Other cell phone companies are being added.
